"I am attaching the Program of Payatas as
prepared for the two day launching. The League of Cities, National
Anti-Poverty Commission, and the Presidential commission for the Urban
Poor are pushing through with the Launch and they have requested the
federation to present the Payatas Program. This is of course a
Government's act. While the federation will be doing the launch in
Payatas, the Government will do it at the Bayview Hotel."
