APRIL 20 2000


The night before:  All is ready at the site to host Cambodia's Prime Minister Hun Sen at the inauguration of the TSP relocation site for Phnom Penh's urban poor. 

 


7AM 3000 people arrive to celebrate - the maximum number allowed under the PM's tight security regulations.
Amongst the guests are diplomats, government officials from all levels, multilateral aid agencies, NGOs and the masters of survival themselves who came with the help of hundreds of trucks and assorted vehicles. Also amongst the crowd are urban poor community representatives from Thailand, India, Nepal and the Philippines - we're walking them through the process of how to engage a PM. They will take this "training" back and use it soon.

 


Hun Sen's arrival sparks excitement in the crowd as SUPF engage the PM in urban poor land and housing issues for the first time. The SUPF Net has caught the attention of the biggest fish, after 3 months preparation.

 


Hun Sen speaks for an hour and in praise of the community's initiative and the government's collaboration and support.  Speeches by the Governor of the City, ACHR, UNDP and the energetic Community Leader Chamnern receive wide coverage on national television and in the press the next day.

 


The PM promises US$200,000 to buy land for the urban poor. This will become a seed fund to attract other donors to an urban poor land fund.  Hun Sen also pledges 5 million reil a month from his PM fund to the UPDF - a fund to provide housing loans to the city's poor. 

 


The Ribbon is Cut, and the PM is invited into a discussion and display of how the community organised the relocation through savings, house design and layout workshops and community contracts for infrastructure. SUPF city survey information is displayed. Large maps indicate where tracts of government and private vacant land exists within the city. Community leaders and SUPF use this time strategically - to put their message .  

 


In 3 hours it's all over and the PM leaves to an enthusiastic goodbye. The sound system is immediately cut preventing our celebration from continuing.  But integrated workshops hosted by the Municipality of Phnom Penh will take place over the next two days in which community development committees will be strengthened
