In most cases ACHR works through local country or city level focal
points in each country.
Focal points are experienced NGOs, professionals and
grassroots organisations with capacity to share their experiences and build
local, city-level and national level networks and support mechanisms.
However, in countries in Asia where community based development is weaker than in
other Asian cities, ACHR has established country level programmes to catalyse and then
strengthen local grassroots organisations. This is often a longer process than
we first anticipate such as in the case of Phnom Penh, Cambodia.
In some cases ACHR's entry point has been through existing development
agencies who have called on ACHR experiences to work with local groups being
established. Such as presently in Vietnam and earlier in Laos.
In other cases ACHR utilises its regional contacts to exchange ideas and
processes with the newly formed local organisations through provision of support for regional
exchange visits and local strengthening.
