The site was rice field and therefore prone to flood during the
coming wet season June to September..
The cost of filling the land to prevent flooding was too high.
Arif Hasan ( from ACHR and OPP
Karachi Pakistan) visited the site with UNCHS Peter Swan.
Arif advises that a dyke built around the site with an external pond
and pump would be the best and least costly alternative. We met with
the Governor and community and they approved.

Arif Hasan, in consultation with the community, was
also able to revise the site plan to facilitate maximum community
participation in developing the community services and infrastructure.

Houses
would be grouped into around 15 clusters of 20.
Each cluster would have a vacant block of land (in red) and be
responsible for basic services.
The community block could be used in the early stages for temporary
toilets.
And later developed, depending on the need -
to a water area with hand pump,
a space to operate an electricity generator and / or a site for
the collection of solid waste.
After basic services were connected it could serve as a playing area for
children. |

The local Urban Resource Centre, the UNCHS in
Phnomh Penh and the community continued to discuss the plan while the
dyke and pond and roads were being constructed throughout May .
Finally in Late June .... with rain clouds
gathering ... the day came for the move from the streets to the NEW
SITE. HERE
