Conclusion     The Direction of the Baan Mankong Program

 

 

1. To initiate ten pilot projects and to establish a collective mechanism of community organizations and local people in order to develop urban housings in at least 20 cities within the year 2003.

2.  To establish collective mechanism of community organizations and local units in order to prescribe the plans for housings problem solving and to integrate ideas for development of livable cities nationwide within 3-4 years.

The earlier methods of solving housing problems for low-income groups, particularly those fully run by the government, have been ineffective and have been unable to cope with the growing problems, primarily because the government agencies have played the role of sole initiators and implementers, while communities have been left to be the passive recipients of those development programs.  So the community-driven housing development, by means of integration of problem-solving methods and simultaneous operations in all cities,    is a new alternative of extensive problem solving, which truly meets the existing problems.
