Process of the Baan Mankong Program


The Main Concepts of the Baan Mankong Program

1. 
To solve housing, environmental and tenure problems in the country's already-existing slums.

 2.
To create housing security for all of Thailand's urban poor.

 3.
To develop systems to deliver basic services to poor settlements as a basic right.

 4. 
To construct secure and "livable" dwellings and settlements for all the country's urban poor.

 5.
To link the process of developing secure housing and settlements with a larger and more comprehensive process of community development, which encompasses other aspects such as economics, environment and health. 

 6.
Community people and community networks will be the main implementers of the program, with the support of local development organizations

 7.
The housing and community development plans in each city will be developed in close connection with other areas of community development.

8.
Central organizations will support local community organizations and the local mechanism through the distribution of budgets.

 

 

 

Communities will be encouraged in the Baan Mankong Program to play the central role in the process of making community improvement plans, constructing the actual improvements and managing the budgets.  The operation of all these improvement activities will depend on the cooperation of the residents and the support of the community networks in the same city or area, as well as the support of local development organizations.

The Baan Mankong Program provides significant opportunities for community organizations and other local units within each city to collectively participate in the processes of surveying, gathering data on the city's poor communities and developing solutions for solving the problems that come out of the survey process within the city.  The process will also strengthen the local mechanism for solving these and other problems in the future, while it consolidates local understanding about the importance of secure housing for all in the economic and social development of the city.  And this, ultimately, will lead to the development of Thai cities which can really be called "livable" cities. 

 

Actors involved in implementing the Baan Mankong Program

 

 

The three actors which will be centrally involved in implementing the Baan Mankong Program are:

1.  Community Organizations
Community organizations and community networks are the main actors in the operation and management of Baan Mankong.  Communities deal with their problems of housing, tenure insecurity and access to basic services on a daily basis and they understand those problems better than any outsiders, so they are the ones best placed to develop appropriate solutions to those problems.

 

2.  Local partners
Local partners involved in the Baan Mankong Program include Municipalities, NGOs, academics, local public and private organizations, etc.  These local partners will be an important actors in the process of implementing the Baan Mankong Program, and will join together into local "core units" involved in developing, supporting and solving the problems in cooperation with community organizations and in extending the housings development schemes to other area of local development.

 

3.  The Community Organizations Development Institute  

CODI is a central government organization responsible for supporting and facilitating the Baan Mankong process within each city.   It will encourage the learning process and will promote the development of an extensive operational mechanism in the cities.  It  will also distribute the budget from the government to communities.
