ACHR Activities Calendar for   2002                       2003 activities 

DECEMBER
South Asia Meeting and Nepal Govt Dialogue
ACHR partner groups from Pakistan, India, Sri Lanka and Nepal, and contacts in Bangladesh and Afghanistan met at a sub-regional workshop in Kathmandu in early December. The workshop provided an opportunity for groups from around the sub-region to come together and work with LUMANTI in an important government and donor dialogue as part of their local advocacy work.  The workshop also provided a forum for the groups to discuss strategies, successes and failures in urban poor development over the past decade, as see where any sub-regional cooperation could enhance their work. 

Savings and Credit Workshop Nepal 
Back to back with the South Asia Workshop, LUMANTI in Kathmandu will host a workshop for savings and credit groups and their supporting NGOs involved in the South Asia meeting, giving an opportunity for the Kathmandu groups to learn from many of the different groups South Asia. 

Future of Old Beijing – Conflict between Modernization and Preservation
The Tibet Heritage Fund, now also working with urban preservation issues in Beijing other smaller cities, in cooperation with Tsinghua University will host this important conference to examine these issues more broadly, and highlight preservation conscious development from within and outside China. A grant was given to THF for preparation for this conference earlier in the year

 Sri Lanka – Thailand Exchange
Groups from two cities in Sri Lanka will visit communties, development agencies and city administrators in Bangkok and it’s surrounds in November. HELP-O, an NGO working closely with the Municipality of Galle, and a Colombo City Government Team with Sevanatha a Colombo-based NGO working with the poor and the city.  The two groups  will visit Thailand to learn how the Social Investment Fund, CODI and community groups work together.  For the Colombo City Team, this will be an introduction to the reality of community driven development for these mid-level city administrators. Both cities also have a strong interest in waste management, and will meet with the relevant Bangkok Metropolitan Administration staff and some of their varied disposal sites. UNCHS is funding the Colombo Municipality visit.

Advisory Support Cambodia & Vietnam
Rashid Khatri returned to Cambodia in December to support communities with advice on low-cost, low-tech options for sewage and wastewater treatment, and for other community lead development initiatives. Khatri also visited Vietnam on an initial investigation to look at the potential to link up with groups in the 5 cities project and ENDA.

Vietnam 5 - 8 City Study
Minh Chau, a long time ACHR partner has returned to Vietnam and will try to make a program fro a Vietnamese group to visit each of the 5 cities to examine the status of their processes in advance of the proposed workshop in January. ACHR will also join Homeless International for  visits to some of the towns in December.

NOVEMBER

The City Development Strategy activities for this quarter include 

Workshop with the Municipality of Phnom Penh and Khan Officials in October: to present and discuss the 3 CDS studies ( Land in Phnom Penh; Relocations in Phnom Penh ; City Development Plans in Phnom Penh ) and the urban poor community recommendations collected through community consultations over the previous months. 

Khan (district) Planning Workshop.  A workshop in late November will draw together all stakeholders from around the city with a focus on community representation, to briefly review the CDS study findings and community recommendations which came from previous workshops.  However the focus will be on bringing stakeholders from each Khan together to review this information, identify what they want to achieve in their khan, and plan a program of actions towards this goal for the following month.

Khan Workshop. Participants in the previous workshop will report their activities and achievements of the previous month, review plans and chart the next steps forward to actualizing their development objectives.

Advisory Support from Fr Jorge Anzorena
Father Jorge Anzorena of SELAVIP will join numerous ACHR and CODI programs as a valued advisor during November and December.  Father will visit UPC in Indonesia, the Pak Ngeum Savings Fund in Laos, join the CDS workshop in Cambodia and the mission to Vietnam, as well as numerous local events with CODI in Thailand. Father Jorge makes this annual visit to South Eat Asia, and his insight and support is keenly awaited by all who know him and have learned from him. 

Young Professionals
ACHR continues to provide some small contribution to the honorariums paid to the group of 20 YPs working in Thailand.  The group is supported and primarily funded by the Thai Community Foundation who works with communities which the YPs support. Thai YP’s continue working with canal and other communities in Bangkok, and in the south of Thailand. Oct Nov and December 

OCTOBER
Secure Tenure Launches   Philippines and Namibia

In celebration of Habitat Day, security of tenure launches was held in Windhoek, Namibia, organised by the Shack Dweller’s Federation of Namibia and the Namibia Housing Action Group. In Davao, Philippines the Philippines Homeless People’s Federation together with VMSDI also celebrated the launch  with a program that integrates with their current activities of negotiation with government and resettlement planning and  implementation. ACHR and SDI groups joined in both events, sponsored primarily by the hosts.

Advocacy with City Alliance on Eviction Task Force
Following the recommendations of the Policy Advisory Board (of which both Sheela and Somsook are members) in the Cities Alliance PPF last December, the concept of a Task Force on Eviction had been further discussed during the World Urban Forum.  ACHR partners further developed these ideas during a meeting in Mumbai in July. The task force is envisioned as a mechanism to intervene in critical eviction situations, and also well in advance of eviction situations to negotiate practical, people-focused solutions which meet the needs of all stakeholders. In October, a further meeting with CA, UNCHS, MISEREOR, IIED, SDI and ACHR partners was be furthering plans for development of this workforce which would come under some form of international umbrella, or other mechanisms to empower it in the eyes of national governments.

Advocacy at the Cities Asia Summit 2002
  Somsook Boonyabancha  presented a key note address to the Summit on Good Governance. The presentation focused on the reality of participation, and the need for civil society to be active at their local and city level for good urban-decision making to be truly inclusive.

Urban Poor Fund in LAOS PDR
Some continued support for the expansion of the savings process and fund in Lao.  In October, CODI and ACHR signed the official MOU for the expansion in October. The MOU is a significant undertaking between two different sovereign governments, (the Lao Women’s Union and Thailand’s CODI) facilitated by ACHR.  The MOU permits the expansion of the savings and credit process and the augmented development fund process to expand into 5 new districts. The MOU was celebrated by a seminar on savings groups and preliminary planning with the new villages for setting. More than 50 community savings group leaders from Thailand and Cambodia, and CODI staff  joined the MOIU celebration and savings seminar.

Support for OPP Ornagi Pilot Project Replication
The Orangi Pilot Project – Research and Training Institute, a successful initiative to support community-driven development processes is being replicated in 7 other cities throughout Punjab. OPP-RTI continues to coordinate and strengthen the replication activities with technical support, helping access donor funds.  OPP-is also developing a stronger network between all of these replications and their NGO and CBO partners, to better facilitate sharing of experience and knowledge, nurture a shared understanding of development, and create an effective advocacy platform. 

SEPTEMBER
Asia People's Exchange with Jakarta and Indonesia. The 2nd Asian People's Dialogue      
14 - 20 Sept 2002
The Dialogue in Indonesia drew together community groups and NGOs from across several regions in Indonesia to share experience and examine opportunities to work and link together.  More than 50 representatives from community organizations and their support groups from around Asia also joined to share their experience with the Indonesian peers and their authorities.  Workshops for the APD2 were held in Jakarta and 4 other cities (Palembang, Surabaya, Solo and Palu), each being the focal point for regional gatherings of local community groups and NGOs. The Dialogue was primarily supported by MESEROER, with support from UNDP-TUGI for TUGI member travel.  ACHR TAP has also contributed to the event.

A. Regional Workshops and Larger Events  

A. Regional Workshops

2.1  Community Driven Environmental and Housing Developments

As an addition to the annual CITYNET Congress 2001,  ACHR and CODI (Thailand) will organise a Pre-CITYNET Congress exposure visit for participant teams from 6 to 8 Asian cities to visit and interact with the urban partnerships in Thai cities which have successfully developed community driven environmental and housing developments. 

Teams (integrated community, NGO, local authority) will include those from cities in Vietnam, Cambodia, Bangladesh, India’ Nepal, Pakistan, Indonesia and Sri Lanka.


We will also organize one of the parallel symposia to take place during the CITYNET Congress at ESCAP in Bangkok Thailand,. ( other symposia include IT-connected cities, people-centred urban governance, sustainable transportation system, pro-poor service delivery, community-driven environment ).

 2.2   The City Alliance annual Public Policy Forum

This event will be organised by the Government of West Bengal, the United Kingdom, Department for International Development, the World Bank and the Asian Coalition for Housing Rights. ACHR will organize a regional workshop to present case studies on the theme Sustainable Partnership for City Development:. The activity will attract 150 participants from 30 cities.

3 main objectives:

1.       To catalyse new thinking and new dialogues between participants, that may be sustained beyond the PPF.

2.       To provide an opportunity for Asian City Development Strategy processes to learn from on-going, more inclusive, pro-poor strategic partnerships.

3.      To inform Kolkata of wider national and international experience, catalysing inclusive new partnerships within Kolkata.

2.3   Young Professionals Workshop In Collaboration with Oxford Brookes UK

The workshop will involve students from MIT USA and Oxford Brooks UK.  The two  institutions will bring 30 post graduate development students to a workshop and practicum in urban poor in communities in Bangkok Thailand  ACHR will organise the workshop and field visits as well as support for the participation of 24 local Thai and 5 Vietnam students

 B. National / City Level Workshops

 2.4   Young Professional Workshop BICOL Philippines

Young Professionals in the Bikol Region of the Philippines will follow up a City Sharing workshop and to mainstream the role of the young professionals in making a better life for the urban poor sector in the Bikol Region. The Bikol Region is now the poorest Region in the Philippines.

 2.5  Urban Poor Fund  -  Vietnam Can Tho Workshop

This is a follow up to a series of workshops focusing on community participation and development of 5 mid level cities in Vietnam.  This workshop will bring together local authority and community members from the 5 cities to discuss:  the progress of the newly formed Community Management Development Committees (CDMC) in the five cities; draw on the experience of a similar process from representatives from Thailand;  the performance of the existing savings / group systems in the 5 cities; advisory support from ACHR and future monitoring and evaluation; plans for networking amongst the cities in 2002 and beyond.

 

2.6    Malaysia  

As a follow up to an exchange with Thai communities last quarter PERMAS will organize a workshop for “Long House” communities.  The workshop will plan for an official delegation from the Alliance of urban poor longhouse consisting of about 10 communities to dialogue and submit a memorandum to the SUHAKAM, the government designated body to monitor human rights in the county.

2.7   SUPF Workshop Cambodia:  

In October, workshops on Land and Housing will be organised in the 7 Khans (districts) of Phnom Penh and another for NGOs and Civic groups

In December there will be a  review workshop of the work of the SUPF - Solidarity for the Urban Poor Federation -  in Cambodia after 7 years of community work.

B. Regional Exchange and Exposure   

3.1  Thai -  Laos Exchange  

Thai staff and community leaders from CODI (Thai) will continue exchange visits to Laos to support the newly established savings process in Laos.  The exchanges will be coordinated by the Foundation for Community Development (FCD) and Women’s Union (Laos) in collaboration with CODI (Thailand). Further funding support for the Lao process has been discussed with the FCD and MISEREOR (Germany).
 

3.2 Thai  - Vietnam Exchange

A team of 4 Thais from CBO’s and NGOs will attend the next 5 city workshop in Can Tho Vietnam (mentioned above). They will also spend time in the communities to share their experiences (in savings and credit, networking and urban poor development funds) in exchanges with local groups.

3.3  Cambodia Thailand Exchange

Under the guidance of Mr Abdal Khatri from the Orangi Pilot Project, Karachi, a Cambodian team of community leaders and NGO (from URC Phnom Penh ) will visit Nakon Pathom for an exposure to the implementation of a community based sewerage treatment construction .  The Khmers will be undertaking similar constructions in Phnom Penh.

C.   Communication and Information

General: Continued support for Web Site Development, Newsletters, Video equipment and production; Translation processes, other types of documentation; Urban Resource Centre support processes.

C.1.1 "CODI Update" 

Continued work assisting the Community Organizations Development Institute (CODI) in Thailand to gather material, research, write and edit the first newsletter of the new CODI, "CODI Update", which should be completed and printed in November, 2001.  The 36-page publication will showcase the recent work and new programs of CODI and it's community network partners in Thailand.

C.1. 2  "Big Pipes Little Pipes"

Continued gathering material for the special ACHR publication about poor community-driven infrastructure projects in Asian and African cities.  The 52-page publication will be called "Big Pipes and Little Pipes" and will profile case studies in community driven sanitation, water supply and infrastructure projects in 10 countries within the Shack Dwellers International (SDI) network.  The publication should be completed some time in early 2002, and is being done in collaboration with SDI and with Water Aid (UK).

C.1.3  DANCED posters for City Net Congress:

Preparation of posters to showcase community-driven community improvements carried out in Thailand under CODI's Urban Community Environment Activities program over the past 4 years.  Posters will be displayed at the City Net congress, at the United Nations ECSAP in Bangkok, as part of an ACHR-organized local tour of UCEA projects by City Net delegates. Posters are designed to highlight the possibilities of community-municipal partnerships in improving living conditions in poor urban settlements.  

 

C.1.4  Special Issue of ACHR Newsletter on Community Development Funds:

Preparation of material for a special issue of the ACHR Newsletter, "Housing by People in Asia" which will be devoted entirely to highlighting a dozen different community development funds which are now operating at different scales around the Asia and Southern African regions.  The publication will be finished in time to be presented at an IIED-organized meeting of donor organizations to be held in London in February 2002.  The idea of this meeting and this special publication is to educate donors about how these jointly-managed (communities, government, NGOs and other actors) revolving development funds work, and to advocate for directing more donor and government resources into community-driven forms of development assistance. 

 C.2   Video process

 C.2.1 UPC Video 

Video programme from the Urban Poor Consortium in Jakarta Indonesia  to support the Fact Finding Mission (see Advocacy component) and strengthens the advocacy of alternative solutions to forced eviction in the city. Video Camera was given in September.

C.2.2   production of training and advocacy videos from the ACHR Sec. Office.

C.3 Support for translation processes – Documents, video and Web Sites

This quarter languages include Vietnamese, Thai , English, Cambodian.

 D. Advisory Support  and New Initiatives

D.1  Continued support for ACHR’s input into collaborations with the Municipality in Phnom Penh Cambodia:

D.1.1. ACHR attendance at monthly board meetings of the Urban Poor Development Fund and subsequent training and advisory sessions the following days.

D.1.2. Training and advice  to strengthen the  Community Development Management Committees in each of the districts of Phnom Penh. 

ACHR will continue to collaborate with the DFID / UNCHS / UNDO Phnom Penh Poverty Alleviation Project.

D.1.3  Continued support for the Municipality of Phnom Penh’s request for ACHR advisory services to support the expansion of the Urban Poor Development Fund (Phnom Penh) to other cities in Cambodia. 

D.1.4  Cambodia Advisory Support 
Monthly training and community organising process by 2 Thai facilitators will continue in Phnom Penh during this quarter. Under review last quarter the two Thai trainers will continue to visit Phnom Penh 10 days per month .

 

D.2 Continued advisory support to for Community Strengthening regional inputs to savings and federating / network processes in Nepal and Cambodia. Coordinated by Jockin Arputham and Celine D’Cruz (SPARC Alliance India)

D.3 A specialist on community participation in infrastructure processes will continue to work Thai community groups in Oct, Nov and December advising on low cost alternatives in sewerage, drainage, housing and community improvements. Mr Abdul Khatri is from the Orangi Pilot Project Pakistan.

D.4  Andre Alexander  (Tibet Heritage Foundation) will visit Hanoi to discuss and advise on (i) Hanoi being host to the Understanding Asian Cities Workshop planned for next year and (ii) begin initial survey work to support the urban poor communities in the historic / heritage section of Hanoi due for redevelopment.

E. Young Professionals -  Internships, Course, Outreach 

E.1  Young Professionals in Thailand    

E.1.1 Continued support for Thai YP’s working with canal and other communities in Bangkok

E.1.2 City Development process in the Thai city of Uttaradit  will enable Thai YP’s to work in collaboration with the communities and the Mayor’s to develop a comprehensive process of inclusion of the city’s poor in the city’s urban planning.

 

E.2  Support for volunteer Young Professional’s programme at the Urban Resource Centre in Phnom Penh.  

This support is intended as a seed to encourage the initial development of the YPP for the URC.  This quarter Young Professionals from Thailand will help YP’s in Phnom Penh develop alternative plans for communities facing evictions.

 

E.3  25 Thai and 5 Vietnamese Young Professionals 

will join graduating students from Oxford Brookes and MIT USA) in a Workshop in December . Students will work with communities in Bangkok as well as attend course work with international students.

F. Advocacy at Institutional and Policy Level

 F.3  ACHR will continue  to develop a City Development Strategy (CDS) process for Phnom Penh in partnership with the Municipality of Phnom Penh. The sub-contract to ACHR from the City Alliance through UNCHS Fukuoka will be completed July 2002.

 F.4   ACHR, as part of Slum Dwellers International,  will continue to give technical advice on Savings and Housing loan processes to the South African Homeless People’s Federation and People’s Dialogue South Africa. 

 F.5  As mentioned above ( Workshops) ACHR will collaborate with CITY ALLIANCE in it’s Annual Public Policy Forum to be held in Calcutta, India.

 F.6  ACHR will support a research project of the The ‘Karachi Old City Rehabilitation Programme’.  

There is a possibility of rehabilitating impoverished street hawkers in the same area as the project if only a solution can be found for the traffic situation and if streets can be pedestrianised. This can only successfully be achieved through a focused but extensive research involving all the concerned actors in the city, especially the hawkers.   This research will lay the foundations for similar projects in other parts of the city (which have been identified) where over 9,000 hawkers are at threat of losing their livelihood through forced evictions.

 F.7  In November, a Fact Finding Mission will be conducted in Jakarta, Indonesia by ACHR’s Eviction Watch programme, as a result of continued reported forced evictions of the urban poor in the city, as well as continued harassment of street vendors, musicians and bajak drivers.

The Fact Finding Mission team that consists of Ted Anana (ACHR Eviction Watch Coordinator) plus four outstanding and well known persons in Asia have been invited to participate:

Mr. Jess Robredo, the Mayor of Naga city in Bicol, Philippines, and a Magsaysay awardee.;

Mr. Won Soon Park, a well known human rights lawyer, Korea

Mrs. Saparinah Sadli, a university professor and president of the Indonesian Commission of Women’s Rights

Mr. Soetandyo Wignjosoebroto, a university professor and member of the Indonesian Commission of Human Rights.

The mission will commence in November 4 and finish its work on November 9, 2001. They intend to meet with  the Vice President of Indonesia, five ministers (settlement, social welfare, human rights, women’s labour), the governor of Jakarta, Jakarta City Council, civil society organisations and individuals and multilateral donors such as World Bank and ADB.

 A new development in the fact finding is the participation of the Indonesian National Commission on Women. They are participating as a commission. They are open to the possibility that the findings of the fact finding mission can serve as a basis for later action such as complaining to the Human Rights High Commissioner Mary Robinson and the UN Women Committee.

 G. Urban Poor Funds 
  
This quarter the concept of Urban Poor Development Fund will be further developed with community organisations and NGO contacts in Nepal, Laos, Nepal, Vietnam and Indonesia.  Support under this component is the seed to start the process in a small way until management capacity is strengthened. ACHR will then gather support for the Funds from other international, regional and local support agencies as was the case with the UPDF in Cambodia.  In each case government agencies, communities and NGOs will contribute to the Fund and management, in partnership.
