The Programme

A program to develop housing rights and the question of rights in general of the urban poor and activities to deal with regional eviction problems.

Support activities to deal with eviction problems constructively  

Support activities related to urban poor general and housing rights in the city 

Support regional research publications and campaigns.

Objective:  
To develop and implement solutions and constructive, practical alternatives to the problem of forced evictions taking place throughout the region.

The Actions

Monitor evictions in 13 cities through the preparation of an annual report to be published in February 2000 to be sent to UN bodies and governments in the region.  Press conferences will also be conducted throughout the first half of 2000 to raise publicity surrounding the report. The report should also become a professional reference for the housing rights issues in the region.

Fact Finding Missions to regional countries will be undertaken as and when requested.  FFM will provide an opportunity for regional and international groups to share ideas with other key actors in the country and of finding alternative solutions.  

Information Dissemination:  about evictions to mobilize protests; inform communities on how to tackle evictions, documentation of evictions for lobbying governments and international development agencies.  In particular, the selected studies on resettlement policies and potential solutions will form the basis for establishing dialogue with major development actors include the World Bank, Asian Development Bank and the Overseas Economic Cooperation Fund of Japan to raise their awareness and influence their policies.

To build  the capacities of communities and development organisations to be able to deal with eviction situations professionally and constructively.
 

Selected Studies for advocacy on eviction related issues will be undertaken.  In particular, research will examine the issues of land, government and development agency resettlement programmes, possible new resettlement solutions as a means of initiating dialogue with governments and development agencies on the issue of resettlement.  Regular reports will made to the UN Committee on Economic Social and Cultural Rights and other related agencies on compliance with housing standards. 

Training workshops on - 3 sub-regional workshops to be undertaken and to include community leaders, NGO's and ACHR professionals to improve eviction monitoring skills and discuss strategies and tools for dealing with evictions.

Exchanges study visits focusing on the solutions tried by some countries in the region..  An exchange programme will be organized whereby community and government officials will be exposed to solution cases in the region.
